I am pretty sure that all classes have been affected by sustained economic growth, i.e. the real per household income of every class has increased over the years. When looking at the class of households with an income below $25000 it could really make sense to use a tailor-made price deflator and taking such issues as immigration, household size, etc. into account will also be necessary for reaching meaningful conclusions.
